Both.

To play the Episodes that are downloaded by way of XBOX Live, you need the GTA 4 game disc.

To play Episodes From Liberty City, it will come by way of retail, meaning you'll buy the DVD in a store which will have both episodes on that disc not requiring GTA 4.

That is some pretty cool shit!
But I never really got into Gta IV. I haven't even completed it yet.
