REVIEWS
Well TXB was the very first to release news on this. Props to TXB.
Here's some other sources (more are not far away):
Another piece of excess-themed fun are the club management activities; you can go to Gay Tony's nightclubs (Maisonette 9 and Hercules) and get involved in entertaining celebrity clientele, throw out insane drunks, or make sure the dance floor is, indeed, "bumping." And if the glamorous club scene isn't for you, there will also be an underground fight club of sorts to earn some extra cash as well.
Lopez is extremely likeable - he stands in a kind of half-slouch, one foot cockily forward, arms down by his sides like a gunslinger and, compared to Klebitz, he seems distinctly carefree.
If there’s one major change from The Lost and Damned to The Ballad of Gay Tony, it’s in the overall tone. TLAD told a dark story about a biker caught up in a power struggle amidst a cast of seedy characters, but The Ballad of Gay Tony will take on a much more lighthearted and over-the-top feel.

Is this a retail release or just a DLC?
Do you need to own GT4 to play this or is it a standalone game?

Both.

To play the Episodes that are downloaded by way of XBOX Live, you need the GTA 4 game disc.
To play Episodes From Liberty City, it will come by way of retail, meaning you'll buy the DVD in a store which will have both episodes on that discnot requiring GTA 4.

Armando and Henrique are two of Luis Lopez's oldest friends. They grew up together, went to school together, and got in a lot of trouble together. Henrique isn't too bright, but he's big, tough, dependable and knows how to use a gun. Armando's a little guy who talks a big game, and considers himself the brains of the operation - not difficult given his partner in crime. Armando, in particular, resents Luis for getting out of the neighborhood and above his station, but Henrique and Armando remain fiercely loyal to Luis and always have his back.
Luis can call on his friends whenever he needs weapons and vehicles, or back-up on certain missions. Armand and Henrique are always around to engage in other activities, whether it's visiting the clubs, hitting some bars or heading to the driving range for some golf.
