Halo Reach Question(SPOLIERS)

Now we all know that in Halo Reach you will play as Spartan III's but how did they get on Reach? In the book Ghosts of Onyx was where we first found out about the Spartan III's but that happened after the Fall of Reach. I thought the Spartan III's were only known by a few people and where sent on missions that they usually didn't come back from.
Please Explain

See,parts of Ghosts of Onyx happen before the actual events of "the battle of Onyx".The part of the novel that tells about the Spartan III's being created happens before The Fall of Reach.The best thing you should do is look at the date at every chapter.That way you know what year it is

Maybe its because they said Halo Reach won't follow Halo: Fall of Reach.

Perhaps while most were sent off to a battle to die. Some were picked to go on different missions (like the headhunters story in Halo Evolutions). Noble Six could easily be a team ONI didnt want to be sacrificed along with the rest on a high risk mission.
